The Master of Science in Technology and Policy (MSc TP) program will provide professional training to cope with the rapid development in technology-related sectors. In many areas, public policies play a fundamental role in shaping development, application, and market. We seek to train students and equip them with cutting-edge knowledge in technology sectors and bridge the divide between industries and government.
The rigorous two-year program will provide skill-based training in the uses of analytic methods for public policy and the development of expertise in best policy practices, emulating similar programs offered by top universities in Europe and the United States. Students will acquire the knowledge, skills, and confidence to be leaders in government, business, and NGOs to shape public policies of technology, to guide and nurture technologies that change our society. By the end of this program, they will have a deeper understanding of policy, technology, and their interactive relationship in promoting social economic development.
This program cultivates future leaders by equipping students with entrepreneurial spirit, technological know-how, and policy savvy, enabling them to craft innovative policy solutions that address the challenges of technological advancement. It fosters collaboration across the Guangdong-Hong Kong-Macao Greater Bay Area, mainland China, and international partners in entrepreneurship education, research, and commercialization.

* Subject to the approval of the Program Director, students may apply for credit transfer or course substitution of no more than 12 credits.
*Taught postgraduate students who wish to enroll for extra credits or need to retake any courses in the program are required to pay extra fee based on the per-credit tuition fee determined by each taught postgraduate program. Students are required to settle any outstanding tuition fee before graduation.
To meet the elective course requirement and individual needs, students can take the courses in different areas, which may include but not limited to courses and areas listed below.
Additional coursework may be required as part of the program preparation.
Students are required to conduct in-depth, independent research in technology and policy. Each project will be supervised by one faculty member at HKUST(GZ).
Students are required to complete a guaranteed internship with a duration of 6 months. Each internship will be supervised by one academic supervisor at HKUST(GZ) and one industrial supervisor as a pair.
The assessment of the internship comprises of two parts. The first part consists of an oral examination and one Open Topic Report. The second part is based on one Final Report, in the form of an oral examination. Each oral presentation should normally take approximately one hour. The Open Topic Report will be examined based on the scientific value, feasibility and technical challenges of the proposed topic. The Final Report will examine the industry collaboration progress, final output from the internship and gains of the students.

The MSc TP & MPP Cross-Campus Study Exchange Program
MSc TP Program: A joint program with MPP Program at HKUST
The Master of Science in Technology and Policy (MSc TP) program under the Innovation, Policy and Entrepreneurship (IPE) Thrust at HKUST(GZ) and the Master of Public Policy (MPP) program offered by the Division of Public Policy (PPOL) at HKUST form the pioneering joint program, embodying the "Unified HKUST, Complementary Campuses" vision. With the joint program arrangement, MSc TP and MPP students have the opportunity to study between Guangzhou and Clear Water Bay to share courses, transfer credits, and join research and social events, turning two distinct degrees into one seamlessly cross-campus interdisciplinary experience.
MPP Program Overview
The MPP program at PPOL is Asia-Pacific's first two-year, STEM-oriented professional degree in public policy. Core courses in data analytics, microeconomics, research design, and public management are complemented by a client-based Policy Analysis Project in the second year. Furthermore, the postgraduate development program equips students with the necessary skills to secure internships and jobs, with coursework structured to support summer positions after their first year. Designed for graduates from a wide variety of disciplinary backgrounds, the MPP program emphasizes evidence-based, tech-oriented policy solutions to global challenges such as climate change, digital governance, and inclusive innovation.

The MSc TP & MPP Cross-Campus Study
MSc TP students may take MPP courses on economics, innovation policy, or stakeholder engagement at Clear Water Bay, while MPP students can deepen their technical literacy through HKUST(GZ) courses on AI governance, energy systems modelling, or tech venture creation. Beyond coursework, shared seminars, workshops, and study trips knit together the two student bodies, multiplying professional networks between Guangzhou and Hong Kong. Graduates emerge fluent in both technology sectors and the logic of policymakers, which is an edge increasingly demanded by governments, tech giants, and global consultancies alike.
